Minutes of Regular Meeting

BOARD OF ELECTRIC COMMISSIONERS

Wednesday, June 13, 2007 - 6:00 p.m.                                                           

The regular meeting of the Board of Electric Commissioners was convened at 6:00 p.m. on Wednesday, June 13, 2007 at the Burlington Electric Department, Burlington, Vermont.

Commissioners Jennifer Wallace-Brodeur, Scott Johnstone, Sarah Judd, and Bob Herendeen were present.  Commissioner Harris was absent for this meeting.  Staff members present included:  Barbara Grimes, Tom Buckley and John Irving. Other staff members present included:  Ken Nolan.  Patricia Crowley, Clerk, was present. 

Commissioner Wallace-Brodeur called the meeting to order at 6:00 p.m.

 

1.      Agenda

There were no changes to the agenda.

 

2.       Minutes of the May 9, 2007 and May 17, 2007 meetings

Commissioner Johnstone moved to accept the minutes for the May 9, 2007 and May 17, 2007 meetings.  The motion was seconded by Commissioner Judd and approved by all Commissioners present.

 

3.      Public Forum

No one was present from the public.

 

3.5  Commissioners’ Corner

Commissioner Johnstone informed the public at this meeting that BED is open to the public and holds the Commission meetings at 5:30 p.m.  If you would like to attend, simply pick up the phone in the BED entryway and our dispatcher will allow you in.  We will place a note on the door going forward from here.

 

4.      General Manager/Commission Information Items

Mrs. Grimes updated the Commission regarding NERC (National Electric Reliability Corporation).  She stated that she wanted to recognize BED staff members:  John Irving, Munir Kasti, Charlie Willette, Ken Nolan and Bill Suder who have done outstanding work regarding the NERC and what is required on BED’s part to become in compliance.

Mrs. Grimes informed the Commission that she has spoken with Mayor Kiss and a group has been put together to discuss lighting for the Marketplace to getting a schedule together on how we can apportion work out to come up with a non-continuous lighting standard.  Mrs. Grimes stated that Greg Brown from the CCRPC (Chittenden County Regional Planning Commission) has started the ball rolling and he will be available.  Mrs. Grimes also informed the Commission that there is a place on our BED Website to notify us of any lights out in Burlington and Distribution will follow up.

 

5.      ***CONSENT AGENDA***

5.01    April Financial Report

Upon no discussion of the Consent Agenda items, this item was passed with the approval of the agenda at the beginning of the meeting.

 

6.      ***EXECUTIVE SESSION***

6.01    Bear Energy

6.02    Ludlow Access Energy Project Update

6.03    Lamoille Proceeding

6.04    East Avenue Litigation Process

Commissioner Johnstone moved that the Board of Electric Commissioners enter into Executive Session at 6:04 p.m. to discuss agenda item #6.01, Bear Energy, a contractual matter; agenda item #6.02, Ludlow Access Energy Project Update, also a contractual matter; agenda item #6.03, Lamoille Proceeding, litigation; and agenda item #6.04, East Avenue Litigation Process, also a litigation matter; the premature disclosure of which could place the Burlington Electric Department at a substantial disadvantage.  The motion was seconded by Commissioner Herendeen and approved by all Commissioners present.  The Commission returned to regular session at 7:50p.m. upon motions of Commissioners Johnstone and Wallace-Brodeur.

There being no further business to discuss, Commissioners Johnstone and Wallace-Brodeur moved to adjourn at 7:51p.m. which was unanimously approved by all Commissioners present.
