Summary
The existing protection of the steam turbine generator employs electromechanical relays
that are nearing end-of-life. This project will replace the existing relays with modern digital
relays.

 Scope of Work
The scope of this project is limited to engineering design, development of relay settings,
drawings and documentation of the updated protection scheme. It does NOT include
procurement or installation of any hardware. Specific tasks included in the scope of this
project are as follows:
1. Conduct site visit(s) as needed to understand the existing design and physical layout of
relevant equipment at McNeil Generating Station.
2. Select digital relay devices to achieve equivalent or improved protection.
3. Provide documentation specifying vendor model numbers, and all
configurations/settings for the new digital relays.
4. Provide complete electrical and mechanical schematic drawings for the installation of
new relays stamped by a professional engineer licensed in the State of Vermont.
5. BED staff will install, test and commission all new relays.
6. Review design and settings with BED’s engineering and Technician staff.
7. Provide remote support as needed during testing and commissioning.

 Provided Documentation: Attached to this RFP are all applicable record drawings for the
existing switchgear.
