The Burlington Electric Department (BED) is soliciting interest through this Request for
Proposals (RFP) from entities able to design and implement systems to install a wood
pyrolysis demonstration unit of no more than 2.2 megawatts of capacity, to be located at
the McNeil Generating Station, ideally under a power purchase agreement (PPA) where the respondent would design, permit, build, finance/own, and operate the unit under a
contract with BED (or the Joint Owners of McNeil, at their discretion), with an option for
BED (or the Joint Owners of McNeil) to purchase the asset at a specified price in the future.
