UPDATE 9/18/2026 Questions and Answers:

Q: There is an SEL-311L upgrade that appears to be in the scope. The same upgrade would need to occur at the remote end to perform 87L.

  • Do you know if the remote end has agreed to upgrade their relaying.
    • A: There is already an existing 87L scheme between the two ends, no need to upgrade.
  • Would the remote relaying be in the scope of this project or handled entirely by VELCO
    • A: See above, no update.
  • The 87L CO switch doesn’t have highlighting around it but could be moved to a pushbutton. Would you want to do this? I don’t see any other line related controls that would need to move to this relay.
    • A: We would prefer to keep the existing 87LCO switch to keep a standard feel with the remote end.

 

Q: The RFP mentions ethernet communications to the relays but doesn’t seem to mention network switches

  • Are network switches upgraded in the project scope. 
    • A: Yes, please add a Ruggedcomm RS2228 to the scope which is our standard network switch.
  • Are there any redundancy or failover requirements for the network
    • A: No redundancy in this scope.
  • On drawing D11080008, this looks like it could be an existing network switch or maybe GPS clock. Can you confirm
    • A: This is a SEL-3620 Ethernet Gateway that has serial ports on the back, will be replaced. (See uploaded file RFP# 014-27 Queen City SCADA Upgrade 2 for diagram)

Q: The RFP doesn’t mention an HMI or include any screens. Can you confirm that there will not be HMI controls at this station.

  • A : No HMI controls.

Q: The RFP doesn’t mention a protective relay coordination study. I am assuming that you will want one. Please confirm.

  • A: There will be no coordination study, just a transposing of existing settings to the new devices.

Q: On drawing D11080008, this appears to be a SEL-2506. Can you confirm. Is this device involved in the scope at all?

  • A: This is a SEL-2506 for a transfer trip scheme related to the bus differential.  It will remain. (See uploaded file RFP# 014-27 Queen City SCADA Upgrade 3 for diagram)

Q: Does Burlington Electric have any specific software requirements. For example, will Aspen Oneliner be used for protection studies? Or does BED use other programs like Cape, SKM or ETAP.

  • A: No coordination study required for this job.

Q: Does Burlington Electric have any specific relaying deliverables they require. Note that our standard offering would be Calculations/Philosophy document, Logic Diagram, Front View Label, Coordination Study, and Configuration File.

  • A: We will provide our standard settings basis document to the winning vendor for settings documentation.  This will be combined with SEL-5030 settings files where appliacable.

Q: Does Burlington Electric have any preference on relay make or model. We would propose the following. Can you let us know if this is acceptable or state a preference

    • RTU – SEL-3555 (No preference)
    • 87L - SEL-411L (SEL-311L)
    • 50/51N-B1 - SEL-451 or SEL-351S (SEL-351S with tripsafe)
    • 87B-B1 - SEL-787Z or SEL-487B # Note that 487B would require additional test switches (SEL-787Z)
    • 50/51G-F1P - SEL-451 or SEL-351S(SEL-351S with tripsafe)
    • 50/51G-F1B - SEL-451 or SEL-351S(SEL-351S with tripsafe)
    • 50/51G-F2P - SEL-451 or SEL-351S(SEL-351S with tripsafe)
    • 50/51G-F2B - SEL-451 or SEL-351S(SEL-351S with tripsafe)
    • 50/51G-F3P - SEL-451 or SEL-351S(SEL-351S with tripsafe)

Q: Will the scope require any temporary design or settings?

A: No temporary settings or designs will be required.  We will coordinate work to transition to the new relays internally.

The City of Burlington Electric Department invites proposals for engineering design for the replacement of the existing Telvent SAGE 3030 SCADA RTU unit, non ethernet connected Schweitzer relays with similar ethernet connected units, and replacement of existing control switches with relay front panel pushbuttons where possible.
