Air to Water Heat Pump

Rebate Amount: Up to $12,000 ($2,000 per ton)

• $400: Enhanced rebate for income-qualifying customers.

Pre-approved weatherization may be eligible for a 50% (owner-occupied) or 75% (rental) rebate.

This rebate is available to all BED residential and small business customers in existing buildings. For new construction projects, please contact BED for separate rebate offerings. Natural gas customers should be advised that heat pumps will likely increase annual heating costs while reducing a home’s carbon footprint.

• Your Burlington Electric Department account number. It is printed on your monthly bill.
• A scan or photo of your contractor’s invoice marked “Paid in Full.”
• If you are financing through VSECU, VFCU, or GMCU: a scan or photo quotes from your contractor.

Terms & Conditions

• This rebate form must be submitted within 90 days of installation.
• This rebate may not be used in combination with the Efficiency Vermont Air-to-Water rebate.
• Total rebate amount (including contractor rebate, this online rebate, and low-income bonus rebate) is limited to 75% of installed cost.
• Limit 1 rebate per household or business. Households or businesses that receive a rebate for a centrally ducted system are not also eligible for a ductless (mini-split) rebate. 
• Equipment must be purchased through local participating qualified professionals and HVAC Distributors only.
• Customer-sourced equipment is not eligible.
• Equipment must be on Qualified Product List.
• Contractors are required to secure permits from Burlington’s Permitting and Inspections Dept.

Centrally Ducted Heat Pump

Rebate Amount

IMPORTANT: Centrally ducted heat pumps are classified as either Standard Performance Systems or High Performance Systems.

Standard Performance Systems Rebates

Your system must appear on the NEEP Qualified Product List to receive the above Standard Performance Systems rebate.

High Performance Systems Rebates

High Performance Systems perform better at lower temperatures displacing more fossil fuel usage.

To qualify for the High Performance Systems rebate:

1. Your contractor must set the cross-over temperature to 15F.
2. Your contractor must note the cross-over temperature on the quote or final invoice.
3. Both the indoor and outdoor unit must appear together on the NEEP Qualified Product List to receive this higher rebate AND also be shown on your contractor’s quote or final invoice. To see if you qualify, visit the NEEP QPL and filter the results as follows:
   • Ducting Configuration: “Singlezone Ducted, Centrally Ducted”
   • ENERGY STAR Certified: “ENERGY STAR V6.1 Cold Climate”
   • Eligible for Federal Tax Credit: “CEE Tier1 Path A (2025)“
     

An additional rebate per condenser is available for qualifying customers.

NOTE: At current utility rates, natural gas customers should be advised that heat pumps may likely not decrease annual heating costs but can reduce a home’s carbon footprint.

Have the following items ready:

• Your Burlington Electric Department account number. It is printed on your monthly bill.
• If your heat pump is being installed with a new furnace, BED needs to know the cost of just the heat pump installation. HVAC contractors should specify this line item separately in their invoice. 
• A scan or photo of your contractor’s invoice marked “Paid in Full.”
• If you are financing through VSECU, VFCU, or GMCU: a scan or photo quotes from your contractor.

Terms & Conditions

• This rebate form must be submitted within 90 days of installation.
• Total rebate amount (your contractor’s point-of-sale discount, the BED online rebate, and the BED Bonus for qualifying customers) is limited to 75% of installed cost. Installed cost includes the heat pump and HVAC and electrical labor costs.
• BED’s online rebate only applies to full central distribution systems (duct work that leads to all heated spaces in the home). Short ducted heat pump systems are not considered full central distribution systems. Ductless rebates (e.g. mini-splits) will apply to short ducted installs.
• This rebate is available to all BED residential and small business customers in existing buildings. For new construction projects, please contact BED for separate rebate offerings.
• Garages, auxiliary buildings, and other smaller spaces are not eligible without prior approval from BED. Rebates are designed to support heat pump installations that displace a significant percentage of the space heating load of a building and are installed in the main occupied spaces. 
• Limit 1 rebate per household or business. Households or businesses that receive a rebate for a centrally ducted system are not also eligible for a ductless (mini-split) rebate. 
• Equipment must be purchased through local participating qualified professionals and HVAC Distributors only. Customer sourced equipment is not eligible.
• Equipment must be on Qualified Product List (QPL). High-Performance Systems must set the cross-over temperature to 15°F maximum. Contractor must note cross-over temperature on quote or final invoice.
• Contractors are required to secure permits from Burlington’s Permitting and Inspections Dept.

Mini-Split Heat Pump

Rebate Amount: 

• $2,100: Single-zone or multi-zone ≤ 2 tons or 24,000Btu/hr (1 ton = 12,000Btu/hr.)
  • $400: Enhanced rebate for Income-Qualifying customers*
• $2,500: Single-zone or multi-zone > 2 tons (1 ton = 12,000Btu/hr.)
  • $500: Enhanced rebate for Income-Qualifying customers*

Total rebate will be capped at 75% of the installed cost. 

This rebate is in addition to the $350-$450 BED rebate available to your contractor when they purchase the unit. This applies to both a first and second mini-split heat pump system. Check with your contractor about this additional rebate. This rebate from your contractor is included in the 75% maximum rebate.

This rebate is available to all BED residential and small business customers in existing buildings. For new construction projects (including new homes and new auxiliary buildings), please contact BED for separate rebate offerings.

Electric Snow Blower

Rebate Amount: $15

Level 2 & 3 Workplace EV Charger

Rebate Amount:

• Level 2: $2,500 per port, up to 75% of installed cost
  • Level 2 chargers installed in a Disadvantaged Community (DAC) according to the Justice 40 census map are eligible for a $4,000 rebate.
• Level 3: up to $15,000 per system, up to 75% of installed cost
  • Level 3 charger must be 50kW/200 amps or higher output.
  • Level 3 charger must connected to a 480v, 3-phase line.
  • Level 3 charger must be available to the public during typical non-business hours (e.g. nights, weekends).

• This rebate is limited to 10 ports per business (not Location ID) unless pre-approved by BED.
• This rebate is only for Level 2 chargers, or higher, installed at workplaces in Burlington, VT.
• This rebate can be applied to the cost of installing the charger(s) on the customer’s premise. Additional costs may be incurred to upgrade the electric grid serving the customer’s premise.
• Contractors are required to secure the necessary permits from Burlington’s Permitting and Inspections Department.

Residential EV Charger

Rebate Amount:

• $900 when purchased with an all-electric vehicle (new or pre-owned, purchased or leased) up to 75% of installed cost.
• $700 when purchased with a plug-in hybrid electric vehicle (new or pre-owned, purchased or leased) up to 75% of installed cost.
• $1,000 for Income-Qualified customers when purchased with any EV or PHEV. *

Rebate will be processed after we receive an automated notification that your station is enrolled in our EV Rate.

After your new charger is installed and you have enrolled in the special Residential EV Rate you will save up to 45% on charging your EV.

• Savings apply only to EV charging costs.
• Charging must be done between 10pm and 12pm the following day.
• Savings will be applied as a 8.4246¢/kwh credit on your bill.

Have the following items ready:

• Your Burlington Electric Department account number. It is printed on your monthly bill.
• Photos or scans of your receipts for the charger and charger installation.

Terms & Conditions

• Charger can be purchased prior to purchase of EV but no later than 90 days after EV purchase. In either case, charger rebate will not be processed until after you have enrolled in our EV rate.
• Charger must be a ChargePoint Home Flex charger.
• Total rebate amount is limited to 75% of installed cost.
• Vehicle must be registered in Burlington, Vermont.
• Contractors are required to secure the necessary permits from Burlington’s Permitting and Inspections Department.
• Limit one rebate per household or business.

Residential EV Charger – Multi-Family

Rebate Amount: $1,000

• $500: Enhanced rebate for income-qualifying customers
  • To qualify for the additional rebate, more than 15% of the units your EV charger serves must have a gross income less than the limits listed on the following Documentation page.
• $500: Enhanced rebate for publicly available chargers
  • To qualify for the additional rebate for publicly available chargers, the charger must be made available to the public at least from 9am to 5pm during the week.

Have the following items ready:

• Your Burlington Electric Department account number. It is printed on your monthly bill.
• Photos or scans of your receipts for the charger and charger installation.
• Verification (screenshot or other proof) that the charger is visible on PlugShare or other EV charger station listing service.
• Information required to fill out a W9 form.

Terms & Conditions

• This rebate form must be submitted within 90 days of installation.
• EV charger must be wired with a house meter that is billed separately, to the property owner or association, from meters for residential units.
• Property must be a multi-family unit dwelling, which includes multiple separate housing units for residential inhabitants contained within one building or several buildings within one complex.
• Limit 10 rebates per multi-family unit dwelling.
  • Additional rebates may be available with prior approval.
• EV Chargers must be installed by a licensed electrician and the owner/contractor/electrician is responsible for all applicable permits.
• Dedicated parking spots with signage should be available for each EV charger port.
• The price of charging will not exceed $0.30 per kWh or $3.40 per hour.
• By accepting this incentive, the recipient agrees to maintain the installed EV charger in a manner that will ensure the intended access to this equipment.
• Burlington Electric Department limits rebates to 75% of installed cost.

Electric Vehicle: New

Rebate Amount:

This rebate is in addition to any manufacturer rebates.

• A photo or scan of proof of Vermont registration of qualifying vehicle

Terms & Conditions

• The MSRP must be $60,000 or less.
  • Commercial customers only: The MSRP for commercial trucks, SUVs, or vans must be $80,000 or less.
    • Commercial truck, SUV, or van must be registered in the name of the business.
    • Vehicle must be registered as a truck.
  • MSRP is the price of the vehicle with all of your included features before taxes, fees, and other reductions including but not limited to non-BED rebates, dealer or manufacturer discounts, promotions, and trade-in values.
  • Be sure your make and model is on the qualifying product list and has an MSRP of $60,000 or less (or $80,000 for commercial trucks, SUVs, and vans).
• This rebate is only for BED customers with active accounts.
• This rebate form must be submitted within 90 days of purchase.
• Vehicle must be registered in Burlington, Vermont.
• For commercial customers, vehicles must be registered in the business name that matches the active BED account name on this form.
• Limit four rebates (includes both new and pre-owned vehicles) per household or commercial customer.
  • Additional rebates for commercial customers may be available with prior approval.

Electric Vehicle: Pre-Owned

Rebate Amount

This rebate is in addition to any manufacturer rebates. The bill of sale must include separate line items for this BED rebate and the State of Vermont rebate, if applicable.

Have the following items ready:

• Your Burlington Electric Department account number. It is printed on your monthly bill.
• A photo or scan of a proof of purchase or lease
• A photo or scan of proof of Vermont registration of qualifying vehicle

Terms & Conditions

• The amount you paid for the vehicle must be $60,000 or less.
  • The amount you paid for commercial trucks, SUVs, or vans must be $80,000 or less
    • Commercial truck, SUV, or van must be registered in the name of the business.
    • Vehicle must be registered as a truck.
  • The amount you paid is the price of the vehicle with all of your included features before taxes, fees, and other reductions including but not limited to non-BED rebates, dealer or manufacturer discounts, promotions, and trade-in values.
  • Be sure your make and model is on the qualifying product list.
• This rebate form must be submitted within 90 days of purchase.
• Model year must be from last 8 years: 2019 or later.
• This rebate is not eligible if you claimed a rebate on this vehicle previously. For example, you are not eligible for this rebate if purchasing a vehicle you had been leasing if you claimed a rebate when you first leased it.
• Vehicle must be registered in Burlington, Vermont.

Electric Bike

Rebate Amount:

• Lesser of $600 or 25% of the purchase price
  • Enhanced Rebate for Income-qualifying customers*: $850 or 50% of the purchase price

This rebate is in addition to any manufacturer rebates.

Terms & Conditions

• Only valid on purchases of new electric bikes.
• If purchased at a bike shop that participants in the instant rebate program, this rebate may only be submitted by the bike shop, not the end customer.
• Electric bike motor must be at least 250W.
• Electric bike battery must be at least 250Wh.
• This rebate is only for BED customers with active accounts.
  • If your name is not on the account, please provide proof of residency.

Electric Motorcycle

Rebate Amount: $500

Have the following items ready:

• Your Burlington Electric Department account number. It is printed on your monthly bill.
• A photo or scan of a proof of purchase or lease
• A photo or scan of proof of Vermont registration of qualifying vehicle
• Information required to fill out a W9 form

Terms & Conditions

• The MSRP must be $25,000 or less.
  • MSRP is the cost of the vehicle with all of your included features before taxes and fees.
• Minimum Battery Size: 6 kWh
• Vehicle must be new. Reconditioned models are not eligible.
• Vehicle must be registered in Burlington, Vermont.
• This rebate form must be submitted within 90 days of purchase.
• Limit two rebates per household & two rebates per commercial account.
  • Additional rebates may be available with prior approval.

Forklift

Rebate Amount

• $6,000 for new battery-powered forklift
• $3,000 for pre-owned battery-powered forklift

Terms & Conditions

• Must be customer’s first electric forklift or replacing a retiring fossil fuel forklift.
• Forklift must have at least a 3,000 lb. capacity.
• Only valid on purchases of new electric forklifts.
• This rebate form must be submitted within 90 days of purchase.
• Purchase must be made in Vermont.
• Limit one rebate per account.
• W9 form required prior to issuing rebate check. If applicable, a 1099 form will be sent.

Induction Cooktop

Rebate Amount: up to $200 (paid as a bill credit)

• Your Burlington Electric Department account number. It is printed on your monthly bill.
• A photo or scan of your proof of purchase.

Terms & Conditions

• This rebate form must be submitted within 90 days of installation.
• Both standalone cooktops and ranges with built-in induction cooktops are eligible.
• Rebate is only available for installations in new homes and for replacement of existing natural gas or propane fueled ranges or cooktops.
• Induction cooktop must include no less than three elements.
• Cooktop or Range must be at least 24″ in both length and width.
• Rebate amount is limited to the lesser of $200 or 50% of the purchase price.
• Only valid on purchases of new induction ranges or range cooktops.
• Limit one rebate per account.

Heat Pump Water Heater

Rebate Amount: $800

• Additional $400 rebate for Income-Qualified customers.

Have the following items ready:

• Your Burlington Electric Department account number. It is printed on your monthly bill.
• A photo or scan of your proof of purchase.

Be sure to speak with your contractor/installer about the additional $600 statewide discount available to them from their distributor. 

Terms & Conditions

• Unit must be listed on the Efficiency Vermont qualified products list at the time of purchase.
• This rebate form must be submitted within 90 days of installation.
• Total rebate amount (including contractor rebate, this online rebate, and low-income bonus rebate) is limited to 75% of installed cost.
• Installations must be done by professional contractors only.
• Contractors are required to secure the necessary permits from Burlington’s Permitting and Inspections Department.

Electric Leaf Blower

Rebate Amount:

• Commercial: up to $150
• Residential: up to $50

  • Rebate amount is limited to the lesser of $150 or 50% of the purchase price.
  • Leaf blower purchase must include at least 800 watt-hours of battery capacity.
• Residential Customers
  • Rebate amount is limited to the lesser of $50 or 50% of the purchase price.
  • Leaf blower must come with at least a 40-volt battery.
  • Reconditioned leaf blowers are not eligible.

• Refrigerator or freezer must be used in rental property only.
  • We do not offer a rebate on refrigerators or freezers for owner-occupied properties.
  • This rebate is only available to the property owner; not the tenant.
• Only valid on replacement refrigerators and freezers.
• Only valid on purchases of a new ENERGY STAR Certified Refrigerator or ENERGY STAR Certified Freezer.
• This rebate form must be submitted within 90 days of installation.

Pool Pump

Rebate Amount:

• $200 rebate – Above-ground pool pump
• $400 rebate – In-ground pool pump

Terms & Conditions

• The pool pump must appear on the ENERGY STAR® Pool Pump Qualified Product List at the time of purchase.
  • Though they may be listed on this page, we do not offer rebates on single-speed pool pumps. Use the filtering options on the ENERGY STAR® website (example shown to the right) to determine if your pool pump qualifies.
• Must be new. Used, rebuilt, or refurbished equipment is not eligible.
• The new pump must replace a working single-speed pool pump with a multi- or variable-speed pool pump.
  • Not eligible: replacing a broken pool pump, replacing a working multi- or variable-speed pool pump, or the purchase of a pool pump for a new pool installation.
• This rebate form must be submitted within 90 days of purchase.
