BED’s Energy Assistance Program allows BED to provide income-qualified customers with a 12.5 percent discount on energy and customer charges. Income-eligible net metering customers now may enroll in the EAP due to resolution of a billing system challenge. If you are not yet enrolled in the EAP and have a household income at or below 185% of the federal poverty level, we encourage you to apply for BED’s Energy Assistance Program using the form below.

NEW: effective December 17, 2025, EAP enrollment is available for customers that are non-profit housing organizations that provide affordable housing or temporary shelter housing if all clients/residents meet the EAP income eligibility threshold at or below 185% of the federal poverty level.

  • An eligible non-profit housing organization customer must attest that all electricity costs for clients and/or residents are paid by the organization.
  • BED will verify this attestation by confirming that there are no individually metered units at the property.
  • The program requires that the housing entities receiving 12.5 percent electric bill discounts will pass along the benefits to their residents.

Terms & Conditions: Residential Customers

  • Eligibility is available to low-income customers, defined as those whose household income is at or below than the amounts below. We have set these limits at 185% of the federal poverty level.

  • Eligible Customers can opt to request BED to enroll them in the EAP Rate and verify income eligibility by providing documentation of eligibility for:
    • Vermont Seasonal Fuel Assistance,
    • 3SquaresVT,
    • VGS Energy Assistance,
    • Vermont Section 8 Assistance, or
    • for any Customers who are not able to provide eligibility documentation using any of the above income verification methods, BED will work with those Customers to find an alternative verification method.
  • Customers accepted into the Energy Assistance Program will receive a bill credit of 12.5%.
  • Customers accepted into BED’s Energy Assistance Program who later no longer qualify for the State of Vermont Fuel Assistance Program or federal Housing Choice Voucher (Section 8) Program are required to notify BED, as they no longer will be eligible for the BED’s Energy Assistance Program.
  • If you are unable to locate your Proof of Participation, contact your housing authority. We will be able to process your request after we receive your proof of participation.

Terms & Conditions: All Housing Non-Profits

  • Eligibility is available to non-profit entities that provide housing and pay all of the electricity costs for clients and/or residents that meet the at or below 185% of federal poverty level income-eligibility threshold.
  • Such entities may include Customers that are shelter providers serving temporary, unhoused populations or Customers that are affordable housing organizations.
  • Interested Customers must provide documentation of the income eligibility of their clients and/or residents as follows:
  • Temporary housing shelter non-profits: an authorized Customer representative will provide a signed attestation indicating that:
    • All of its clients and/or residents meet the U.S. Department of Housing and Urban Development definition of “homeless” and/or have an annual income between $0 and $1000;
    • The non-profit pays all the electricity costs for clients and/or residents of its properties (which BED may verify by confirming there are no individually metered units at the properties); and
    • Clients and/or residents will receive a benefit that is proportionate to the clients’ and/or residents’ share of the Customer’s 12.5% EAP Rate discount. Acceptable client and/or resident benefits may include any of the following:
      • Additional housing advocate services
      • Additional transportation services
      • Additional medical services
      • Expansion of Customer’s program services, such as food, pre-shelter support services, and partnership development with other providers, such as recovery and outreach services
      • Additional wellness services
    • For Customers unable to provide any of the above benefits, BED will work with those Customers to find an acceptable alternative client and/or resident benefit.
  • Affordable housing non-profits: an authorized Customer representative will provide a signed attestation indicating that:
    • All of its clients and/or residents have provided at intake, and will continue to provide on an at least an annual basis, documentation that its clients and/or residents have a household income at or below 185% of the federal poverty level;
    • The non-profit pays all the electricity costs for clients and/or residents of its properties (which BED may verify by confirming there are no individually metered units at the properties); and
    • Clients and/or residents will receive a benefit that is proportionate to the clients’ and/or residents share of the Customer’s 12.5% EAP Rate discount. Acceptable client and/or resident benefits may include any of the following:
      • Reduced rent
      • Grocery store gift card
      • Other gift card that would help reduce monthly expenses (e.g., pharmacy gift card)
      • Another documented reduction of monthly expenses
